St Helens Local Authority Flex scheme opened in late 2023 after months of planning, finally giving households receiving low income or whose residents suffer from qualifying medical conditions another chance at getting valuable ECO4 home energy grants.
Since then, people have already started to receive things like free boiler grants in St Helens, as well as other energy saving measures such as insulation, solar panels and heat pumps.
As a St Helen’s based organisation, we’re thrilled to see people in St Helens finally getting more from ECO4, courtesy of the dedicated team at St Helens Council.

Who qualifies for St Helens Flex?
The scheme is open to:
- Homeowners
- Private Tenants (not Council House or Social Housing)
Who also…
- have a low household income (below £31k), OR;
- Have a qualifying medical condition such as
- Cardiovasular issues
- Respiratory Issues
- Mobility Issues
- Immunosuppression issues
AND…
- Who live in the St Helens council area (you can check this using the online council checker if your unsure)
St Helens is also open to applications under Route 2 of LA Flex.

Can I speak to St Helens Council about LA Flex grants?
Information about St Helen’s LA Flex is available from the council on the St Helens Council website, including contact numbers and emails, as well as a list of acceptable forms of evidence that you may need to supply in order to make a successful application.
Is there an approved list on contractors for St Helens ECO4 Flex?
Not right now. St Helens decided to open up their flex applications to local firms who prove they have the qualifications and service levels to do a good job. This means you are able to choose your contractor as long as they have things like a TrustMark number. If they aren’t already, they may need to onboard with St Helens council before they can get your application approved.
Grants for St Helens Housing
St Helens is a fantastic town with some amazing history to it and its outlying towns such as Newton-le-Willows, Billinge and Rainhill.
But from an domestic energy and housing stock point of view, there is a lot of work to be done.
Like a lot of older UK towns, a lot of houses in St Helens were built in the late 1800s through to the early 1930s. Further housing was lost during the Blitz and post-war housing was often built using alternative materials that make them just as cold as those Victorian and Edwardian era.
Of course, modern housing estate have continued to be built slowly, but it’s left St Helens with a patchwork of older and more traditional homes, many of which need significant retrofitting with insulation and modern heating equipment to keep them warm, energy efficient and affordable.
Of course, that’s the other problem: While St Helen’s isn’t without it’s affluent area, many places in St Helens suffer from deprivation when compared with the rest of the UK and Europe, with several being classed as LSOAs.
That’s why St Helens ECO4 Flex is so important: it helps some brilliant people in St Helens upgrade their homes when they might not otherwise find the money to do so.
Here are some of the common types of measures and projects that may be completed under ECO4 with the help of St Helens ECO Flex funding:
Victorian Solid Brick Homes
Solid brick homes may benefit from Internal Wall Insulation, loft insulation, underfloor insulation and maybe a new gas boiler too!
Post-War Cavity Wall Homes
A lot of early cavity wall homes were never insulated, and some may still have naked or nearly-nude lofts in need of insulation.
Homes with no central heating
Some more modern homes have been running on electric heaters which are simply too expensive! A full gas central heating system may be avialable.
